The Ministers of Foreign Affairs and Digital Transformation launch a package of digital services for Mauritanians abroad

His Excellency Mr. Mohamed Salem Ould Merzoug, Minister of Foreign Affairs, African Cooperation and Mauritanians Abroad, accompanied by His Excellency Mr. Ahmed Salem Ould Bedda Etchefgha, Minister of Digital Transformation and Administration Modernization, oversaw the official launch 9 July 2026 in Nouakchott of a suite of digital services for Mauritanians living abroad. This move is part of broader efforts to modernize consular operations and enhance the quality of public services.
The suite includes a digital platform for consular services, a platform dedicated to Mauritanian communities and expatriate professionals, and the website for the Mauritanian Communities Forum. The ministers inaugurated the initiative by activating the platform, subsequently receiving technical briefings on its various components and operational mechanisms.
In his opening remarks, the Minister of Foreign Affairs, African Cooperation and Mauritanians Abroad emphasized that the launch of these services embodies the directives of His Excellency the President of the Republic, Mr. Mohamed Ould Cheikh El Ghazouani. These directives aim to bring the administration closer to citizens and modernize public services through digitalization and innovation, thereby ensuring faster, more transparent, and more effective service delivery, particularly for Mauritanian communities abroad.
He explained that this initiative is the outcome of an extensive consultative process launched by the Ministry with Mauritanian communities across 22 countries and four continents. This process made it possible to identify their key concerns and aspirations, foremost among them being the digitalization of consular services, the simplification of procedures, and the strengthening of communication with citizens in their countries of residence. He noted that the digital platform would enable Mauritanians abroad to access various consular services remotely in a secure and transparent manner. It allows for electronic tracking of requests, thereby saving time, effort, and costs while enhancing service quality,and contributes to the creation of a modern digital consular registry. This registry provides accurate data that helps the state formulate more effective policies regarding its expatriate communities.
He highlighted that this digital suite marks the beginning of a new phase in modernizing consular operations. He affirmed that the Ministry would continue to develop the platform and add new services based on citizens' feedback and needs. He also encouraged community members to register and utilize the available services, while commending the fruitful cooperation with the Ministry of Digital Transformation and Administrative Modernization.
For his part, the Ambassador and Director General for Mauritanians Abroad, Mr. Mohamed Mouloud Mohamed Salem, explained that the project was launched in implementation of directives aimed at improving services for expatriate communities. This initiative follows extensive consultations with Mauritanians abroad, which revealed that the digitization of consular services was among their most pressing demands.
He added that the digital suite was developed in collaboration with the Ministry of Digital Transformation. It includes a consular services platform that, in its initial phase, offers nine essential services: consular registration; issuance of consular cards; exceptional travel documents; burial and body repatriation permits; powers of attorney; name conformity certificates; document authentication; and online appointment booking. Additionally, the platform features smart assistance services, application tracking, and electronic notifications. He noted that the "Diaspora and Talents" platform would serve as an institutional space for connecting with the national diaspora and skilled professionals abroad. This is to be achieved by building a modern database that maps the diaspora’s distribution, expertise, and organizations, thereby supporting their contribution to national development. He highlighted that the platform was designed and developed by Mauritanian engineers from the diaspora community itself.
He emphasized that a key achievement of the project is the establishment of a unified digital consular registry based on electronic registration and secure identity verification. This system provides accurate data to improve public planning, enhance service delivery, strengthen emergency response capabilities, and bolster communication with diaspora members, skilled professionals, and Mauritanian investors worldwide.
For his part, the Ambassador and Director General of Consular Affairs, Mr. Abderrahmane Ould Dadah, delivered a technical presentation outlining the features and usage mechanisms of the digital consular services platform. He highlighted its primary advantages, such as simplifying procedures and bringing services closer to citizens across the globe, and reviewed the various technical and organizational aspects of its operation.
The launch ceremony was attended by the Ambassador and Secretary General of the Ministry of Foreign Affairs, Mr. Demane Hamar; several Members of Parliament; officials with special assignments; advisors; and staff from the Ministries of Foreign Affairs and Digital Transformation, alongside representatives from diplomatic bodies, associations, and organizations.
